Disclosure of tithe maps in electronic form under the Environmental Information Regulations 2004

A request was made to Kent County Council on 8 August 2021 for the disclosure of all of Kent's nearly 500 tithe maps in electronic form. The Heritage Lottery Fund (HLF) provided £310,900 of support to the Kent Tithe Map Project under an agreement made in June 1997, primarily to restore and digitise the tithe maps of Kent. The request was made under the Environmental Information Regulations 2004.

The request was refused on 31 August 2021, and an amended response sent on 3 September 2021. An internal review was conducted and concluded on 29 September 2021.

An appeal was made to the Information Commissioner on 5 December 2021, and a decision notice issued on 30 November 2022.

An appeal was made to the First-tier tribunal: appellant's skeleton. Judgment was given on 8 January 2024.

An appeal was made to the Upper Tribunal: grounds for appeal; appellant's skeleton; appellant's supplementary skeleton. Hearing on 10 September 2024. Judgment was given on 7 October and communicated on 23 October 2024.

An application for leave to appeal to the Court of Appeal was lodged with the Upper Tribunal on 22 November 2024. Refused on 18 December 2024.
